Principal Engineer - Technical Due Diligence

Job Description

WSP is seeking an engineering professional to deliver technical due diligence services for large-scale Power and Water infrastructure projects across the Middle East region. This multifaceted role combines deep technical expertise with a strong understanding of techno-economic and techno-legal aspects of Project Finance, particularly within Public-Private Partnership (PPP) frameworks.

The successful candidate will support lenders and investors, including multilateral development banks, export credit agencies, and private equity firms, by providing independent technical assessments, monitoring project execution, and ensuring compliance with contractual, regulatory, and performance standards throughout the project lifecycle.

This role offers exposure to high-value utility infrastructure projects and provides a unique opportunity to contribute to both technical and financial dimensions of infrastructure development.

Responsibilities

• Contribute to technical due diligence for project feasibility assessments, with a strong grasp of PPP procurement models.
• Identify and evaluate construction, technology, and regulatory risks.
• Review and validate project schedules, cost estimates, and risk allocation mechanisms.
• Analyze and assess key project documents including Offtaker Specifications, Project Agreements like Offtaker Contracts, EPC Contracts, O&M Agreements, and other technical contracts for compliance with international standards and regional precedents.
• Contribute in Preparation of comprehensive technical due diligence reports, construction monitoring reports, and operational performance reviews for lenders and other stakeholders.
• Coordinate with multidisciplinary teams to gather inputs and ensure quality and consistency in reporting.
• Review technical assumptions embedded in financial models for utility-scale power and water projects.
• Conduct buyer and seller due diligence as a technical advisor to stakeholders.
• Perform Capex and Opex benchmarking for utility scale power and water assets.
• Ensure adherence to health & safety standards, quality management systems (QMS), and project lifecycle protocols.
• Participate in project meetings, contribute to business development efforts, and provide feedback on new opportunities.
  
  
  

Qualifications

Mandatory skills:

• Bachelor’s degree in engineering (Civil, Mechanical, Electrical) or related field.
• Minimum 8 years of experience in infrastructure project development, construction, or technical advisory.
• Strong Conceptual understanding of PPP projects and Project Finance Fundamentals.
• Excellent report writing, analytical, soft skills and presentation skills.
• Technical expertise in any one of the utility sectors like Water/Wastewater treatment, Power Generation (Renewable and Non-Renewable).
• Knowledge of project procurement process under PPP structure particularly those followed in Middle East region.
• Must have worked on Due Diligence reports for Lenders or other private investors preferable across Middle East.
  
  
  

Desired skills:

• Master’s degree or MBA with a focus on Infrastructure Finance or Project Management.
• Experience working with multilateral development banks, export credit agencies, or private equity investors.
• Familiarity with ESG standards, environmental permitting, and social impact assessments.
• Certification in Project Management (PMP) or Technical Due Diligence.
• Multilingual capabilities and international project exposure.
