Overview
This is an exciting opportunity to join and influence the National Unscheduled Care work in the Centre for Sustainable Delivery (CfSD).
This Clinical Advisor post will support a priority piece of work around same day and <72 Length of Stay (LOS), to support the development of local delivery plans and adaption of the National Guiding principles. They will work in collaboration with the National Improvement Advisor to run an Operational Delivery Network for short stay pathways.
The Scottish Government commissioned the establishment of CfSD in 2020. The Centre was created to design and drive transformational programmes to support ‘Redesign for Recovery’ through sustainable transformation, harnessing innovative and digital solutions and embedding best practice via national improvement programmes.
The Centre is commissioned by the Scottish Government to support NHS Boards and Health and Social Care Partnerships to deliver safe and effective care and improve outcomes for the people of Scotland. The Centre supports delivery of several wide-ranging and complex national programmes of work, of which the National Unscheduled Care Programme is one.
The National Unscheduled Care Programme facilitates the collaborative and whole system development and delivery of improvement programmes which reflect best practice in order to remove waits, delays and duplication and support the delivery of the Right Care in the Right Place. The underpinning objective of the programme is to improve the Unscheduled Care experience for patients and staff alike.
The programme consists of 5 portfolios of work looking at:
- Community Urgent Care
- Flow Navigation
- Hospital at Home/Virtual Capacity
- Front Door Systems and Processes
- Optimising Flow
- Define, develop and embed best practice and optimal models, supporting Boards to deliver against their local improvement plans through the provision of high quality, action focused learning networks
- Undertake research and publish evidence based learning to establish the CfSD as an internationally recognised unit for system change
- Facilitate co-design and transformation through collaboration and partnership working – developing and maintaining networks of clinicians and senior leaders across different specialities and settings across health and social care, including primary, secondary and social care
- Support Boards across the country, through clinical leadership and a national team, to understand their most productive opportunities though data and analysis and drive the delivery of high quality services, reducing variation and promoting a best-in-class, once for Scotland approach.
The Clinical Advisor Will
- Work closely with the National Clinical Lead for Unscheduled Care to facilitate whole system clinical conversations and support our national portfolios. These will ultimately create a consensus around best practice and support Boards in the production of realistic, achievable plans that sustainably improve quality, safety and performance.
- Provide clinical expertise, connect with and support to the national improvement team to fully understand, capture best practice, and contribute to the development of the programme’s strategic priorities in order to achieve key objectives
- Provide improvement expertise to support the national team to use best practice when engaging clinicians and managers at a Board level. Use this expertise to ensure robust quality planning has occurred with appropriate change methods and measurement plans that project impact for those working at a strategic level. These plans will be consistent with the principles of Realistic Medicine and Value Based Healthcare.
- Provide support and leadership for the Specialty Delivery Groups in their portfolio areas which bring together key stakeholders across the Country to define and sustainably deliver change, learning and innovation.
- Clinicians with experience of practice in urgent care who possess the skills and credibility to underpin their leadership role
- Expertise in improvement methodology, theory and practice, with track record of leading and achieving significant change in clinical pathways and practice in health and/or social care in line with the principles of Realistic Medicine and Value Based Healthcare
- Practical experience of collating an evidence base to support change, a demonstrable understanding of data collection and the ability to assimilate and present this in an engaging manner
- Experience of working with a range of stakeholders to negotiate and progress change and transformation
- Ability to work across the whole health and care system in an inclusive, engaging and supportive way
